Every step requires approval — that negates the automation value. Apply HITL surgically at irreversible actions, not throughout the workflow.

The problem is genuinely open-ended and no fixed workflow could address it. You have robust cost guardrails, observability, and the task justifies the complexity.
A simpler type (1–6) would accomplish the goal. Dynamic spawners applied to structured tasks are expensive, unpredictable, and harder to govern than necessary.
